HI,
I am using HP Elite SFF 800 G9 which currently has i5-12500 CPU, 16GB of memory and 260watt internal Power Supply. My plan in upgrading the CPU with i7-13700 and the memory with 4x16GB. Do the existing power supply is sufficient?
and what if I also add Zotac GTX1650 LowProfile graphic card? is it still safe?
if anyone has information for the power consumption please share also.

Yes, your 260-watt power supply is sufficient to power GPUs such as: a low-profile GTX 1650, a low-profile RTX 3050, an RTX A2000, a low-profile Geforce GTX 1060 6GB (the latter two are expensive), to name the very best low-profile, low-power graphics cards. Then there are these budget low-profile GTX 1050 Ti and RX 550 cards too.
You could upgrade to an i7-13700 or an i9-13900, but these processor's "maximum turbo power" TDPs are both listed at 219-watt, as compared to 117-watt for an i5-12500. If you go this route, I would strongly recommend upgrading your power supply with this 400-watt power supply with part number: N03175-001.
An HP Elite SFF 800 G9 PC (4G086AV) can be fitted with up to 4 x 32GB of DDR5 PC5-38400, 4800 MHz, Non-ECC, UDIMM, 288-pins RAM sticks. I would recommend a quality 2 x 16GB RAM kit, which should be more than adequate for your computing/gaming needs.

I appreciate the recommendations for the graphics cards and the advice on the power supply. The options you provided for low-profile GPUs are very helpful, and I'll continue using my current GTX 1650.
I’ll certainly consider upgrading to the 400-watt power supply if I decide to go with the higher-end processors. It looks like the PSU upgrade is mandatory for safe operation here, and I think the PSU model N03175-001 is unavailable or difficult to find in my country. HP customer support mentioned that the 400-watt PSU listed in the specs is part number 942332-001.
Regarding the RAM, I think 4 x 16GB sounds perfect for my needs. Given that the specs mention a maximum RAM of 4 x 32GB, I believe 16GB modules pose less risk.
Please let me know if you have a better perspective.
