Hello, I have a HP ENVY Desktop PC TE01-2000i and am going to upgrade my M.2 SSD and remove my old preinstalled SK Hynix BC511 HFM256GDJTNI-82A0A SSD.  Considering that I will not be saving or transferring any preexisting data from my old SSD to my new SSD, what are the steps I need to make to install a new OS, like Windows 11?

Do this before replacing the drive:

If you want all the factory software that came with the PC, use the HP cloud recovery tool to create a bootable USB recovery drive.

Here is an info link for how to use the utility.  You will need a 32 GB USB flash drive for this.

You can download the software from the Microsoft Store:

Great, sounds good; so I just transfer Windows 11 onto a USB drive and then I simply plug it back in after replacing the two SSD's and booting up my upgraded PC?

Not exactly.

Now you make the USB recovery media.

Then you install the new SSD in the PC, and then boot from the USB recovery media and install the HP factory image on the new SSD.
