I'd like to purchase a second Intel(R) Xeon(R) Silver 4215R CPU @ 3.20GHz (3.19 GHz) for my Z8 G4 T X4215R workstation and would like some guidance on the best way to go about doing this.

I interpreted your question to mean how to purchase a Xeon Silver 4215R.
You shop around -for example, here is an Amazon purchase option for $420: https://www.amazon.com/Intel-Xeon-Silver-4215R-8-Core/dp/B0CG7KF5ML/ref=sr_1_3?dib=eyJ2IjoiMSJ9.DsXe.... The reason why I mention this purchase option is because the pricing ($420) is close to what these processors in good working order are priced for online.
Actually, when shopping for processors, I would start with eBay.
Right now, it looks that you could purchase a Xeon Silver 4215R for as low as $158 via a Japanese Seller: https://www.ebay.com/sch/i.html?_nkw=Xeon+Silver+4215R&_sacat=0&_from=R40&rt=nc&LH_BIN=1.
Short story short: see if you can prioritize to purchase an -any- item from a US Seller rather than from an overseas Seller. On the other hand, I personally have had great experiences with electronic components purchases from established PRC (Chinese) eBay Sellers.
Also don't go for any CPUs which are tagged as "Parts Only" or "See Description" -which usually means that the item is defective.
