I've had this PC (HP Pavilion Gaming TG01-0057NS) for about 3 years, and I'd like to upgrade the RAM and graphics card, as well as the storage (but this one is much easier).
The computer is a Ryzen 5 3600, if I'm not mistaken the motherboard is a B550A, 16GB of RAM, GTX 1660 Super 6GB VRam, 400W platinum PSU, 1TB HDD and 512GB SSD NVMe.
I'd like to upgrade to an RTX 4060 and 32GB of RAM.
I know the case will have to be changed because it's too small, but what about the rest, would I have to change anything else?
I saw that the GTX 1660 Super consumes 125W and the RTX 4060 consumes 110W.

About RTX 4060', you need a 500 watt power supply, changing the case will not help you, HP motherboards are different from the ones found in the market so you should find a case that has the same power supply PIN,

Your 400-watt power supply can comfortably power a smaller-sized (two fan) RTX 4060 model powered by a single 8-pin PCIe power supply cable such as this model: ASUS DUAL RTX 4060 OC Specs | TechPowerUp GPU Database, or this model: MSI RTX 4060 VENTUS 2X BLACK Specs | TechPowerUp GPU Database, etc.

32GB of memory should not be a problem. Just make sure it's DDR4 and that you are getting two identical 16GB sticks rather than one 32GB one for best performance.
For the graphics card, the main limiting factor is going to be your power supply which has one 6+2 pin PCIe connector. A 4060 would work, as long as you make sure that the particular model you buy only takes one PCIe connector.
You should not need to change your case unless the 4060 you buy is a particularly large one. Also, due to the proprietary connectors, sizes, and mounting points in HP machines, you cannot swap out your motherboard, case, or power supply without swapping out all three.
Edit: While NVIDIA recommends a 500 watt power supply for the 4060, what you have should be fine -- the NVIDIA spec takes into account far more power-hungry CPUs than the Ryzen 5 3600, and since the power supply in your machine follows the ATX12VO standard (that is, it only has 12V output and no 5V or 3.3V,) the entire 400W capacity is usable.
With that said, if your main concern is video games, then cards such as the 6650XT or 7600 are worth considering, as they should offer similar performance to the 4060 for about $50 less, and should still be available in versions that only need one PCIe connector. Of course, if you need NVIDIA-specific features like OPTIX or CUDA for anything else, then the $50 difference is worth it.
