Hello. I picked up a used HP ProDesk 600 G1 Desktop Mini PC with a i5 5490T. I'm using it for some retro gaming but I think it can do a bit better. Can it be upgraded to a i7-4770 (intel Core i7-4770 Quad-Core Desktop Processor 3.4 GHZ LGA 1150 8 MB Cache BX80646I74770a) or does it have to be a i7-4770T (Intel Core i7-4770T 2.5 GHz Quad-Core LGA1150 45W CPU Processor SR14N)?

Your HP ProDesk 600 G1 DM fitted with an HP SSID: 21D0 motherboard is likely powered by a 65-watt power adapter (p/n: 751889-001) with a 7.4mm x 5.0mm barrel power connector.  The i5-4570T processor your DM came with has a 35-watt TDP. 

On the other hand, an i7-4770 has an 84-watt TDP.  As you can see, your stock power supply simply wouldn't be able to power this processor.  However, your DM is, in fact, compatible with 84-watt processors, as long as you upgrade your power supply with at least a 120-watt power supply such as this Amazon purchase example.

The fact that you can run high-wattage processors on your DM doesn't mean you should do it, since these processors generate a lot more heat, which your DM heatsink was not designed to handle. 

If you want the best compatible "T" processor for your DM, I would recommend the i7-4790T which has a 45-watt TDP.  Even though it uses just 10-watt more than your processor, you should upgrade your power supply to a 90-watt unit, such as this Amazon purchase example. You can buy an i7-4790T starting around $59 (which I would consider to be a good deal) via eBay, such as this eBay purchase example.
