my specs :
Processor: Intel(R) Core(TM) i3-3220 CPU @ 3.30GHz 3.30 GHz
Ram: 8 GB ( max )
I want to upgrade my pc so I can at least run games smoothly, with the current specs I can barely run some games on low settings and can't run most games. My question is should I upgrade my CPU or buy a GPU and PSU to support it? I want the cheapest option between the two without sacrificing performance, or if there is a better option please do tell.

Your HP Pro 3500 Microtower PC can be upgraded with up to 2 x 8GB of DDR3 PC3-12800, 1600 MHz, Non-ECC, Unbuffered, DIMM UDIMM), 240-pin RAM modules.
If you can, upgrade your processor with an i7-3770 or an i5-3470.
Since your motherboard is a 24-pin ATX-enabled power supply, you could easily upgrade your existing 300-watt power supply with any industry standard ATX power supply, as long as you watch its dimensions (LxWxH) for fit inside your case.
One of the least expensive graphics card options that would work with your existing power supply would be a GTX 1650, which is exclusively powered through your PCIe x16 slot.
You can go from there, as you'll see here with "HP System Pro 3500 Series" Users: UserBenchmark: HP Pro 3500 Series Compatible Components.
