I'm looking to upgrade my GPU to ASUS Phoenix GTX 1650, will it fit my case and do I still need to replace my PSU, also looking for any recommendations for GPU upgrade without replacing the PSU.

This spreadsheet contains examples of various GPU cards, like the GTX 1650 and the required PSU. Note that HP has utilized proprietary designed units, so off the shelf PSU will not work. The HP TP01 is called a series, your model, as shown here, had many PSU options, from 180W, 310W, or 500W. Surmise you got the 180W, is that right? It only supports very low power cards.
