According to HP PartSurfer, your HP Pavilion Desktop TP01-3050 PC (577D6AA), as fitted with a Reno motherboard (SSID: 89B5), is fitted with a 310-watt power supply with p/n: L10875-800 -please verify.
In order for an RTX 4060 to run without issues in your PC, you'll need to upgrade your power supply to either a 400-watt power supply, with p/n: L04618-800 (942332-001), which you can purchase online, such as via an eBay Seller: https://www.ebay.com/sch/i.html?_from=R40&_nkw=HP+L04618-800+&_sacat=0&_sop=15&LH_PrefLoc=1&rt=nc&LH..., or a 500-watt power supply, with p/n: L05757-800, which you can also purchase online, such as via an eBay Seller: https://www.ebay.com/sch/i.html?_from=R40&_nkw=HP+L05757-800&_sacat=0&LH_BIN=1&LH_PrefLoc=1&_sop=12.

This means that you should upgrade your power supply if you want to upgrade your PC by installing an RTX 4060.
Purchase the 400-watt or 500-watt power supply as I indicated in my first response.
