Yea, upgrade incrementally, that is a good idea. I don't have anything to add/suggest regarding your screen issue: could be caused by a number of things.
Speaking about CPU heatsinks, your HP ENVY Desktop TE01-2250xt (1K4F1AV) as fitted with a Stark motherboard (SSID: 8860) can be upgraded to an i7-11700 or i7-11700F, which all have a 65-watt TDP, just like the i5-11400 (I believe) your PC came with. Your stock heatsink (p/n: 644724-001) is actually rated up to 95-watt TDP processors, so I don't think you necessarily need to replace your heatsink.

Do you know where HP mounted my secondary 1863GB Seagate ST2000DM008-2FR102 (SATA (SSD)?
I know that there's a space right behind the front wall at the bottom, I don't know if both 2.5 & 3.5 HDDs fit in
that spot though I can probably just use strong double-sided tape to secure the HDD Mounting Bracket?
Of course there's a HP HDD Mounting Bracket as well. What size HDD fits in the HP mounting bracket?
HP probably used the HDD cables they add with the computer on the Seagate ST2000DM008-2FR102 SATA.
Will these cables work with the HP 8860 (U3E1) Motherboard and the new SATA HDD?
I believe that is everything for now.

Yea, upgrading can get pricey, and that's why doing it incrementally is one option.
My insights are, instead of an RTX 3060, go for an RTX 4060 which is priced about the same as an RTX 3060: Amazon.com: MSI Gaming GeForce RTX 4060 8GB GDRR6 Extreme Clock: 2505 MHz 128-Bit HDMI/DP Nvlink TOR....
Your i5-11400 (if that is what you got: please type in: System Information in your Windows search bar, and click on the System Information app. Then about the 10th line down from the top, look to the right of "Processor", and share what you got) can pull your gaming load just fine -you could upgrade your processor as I have mentioned, but I would suggest that you consider that at a later time.
I don't know exactly where HP mounted any secondary drive(s), but likely there are mounting brackets.
Yes, use strong double-sided tape/Velcro tape/zip ties to secure your HDDs/SDDs.
As far as I am able to ascertain, yes, the (SATA) cable kit looks compatible with your PC.

Question: What transpires with the Intel UHD Graphics 730 when a new graphics card gets installed?
it's an integrated chipset built in the Motherboard, does it get bypassed or what takes place?
I believe that I may have problems with it because I ran a couple of HP diagnostics tests, and the test results are good on all hardware. Though both times I ran the test the screen went totally white as it was testing the video extended memory check Intel UHD Graphics 730. Also, when video graphics are stressed, the screen goes black for two seconds. Do you know what happens to the Intel UHD Graphics 730 after installing the new graphics card, will it still function or what since it's built into the HP 8860 (U3E1) motherboard?

Once a discrete graphics card is detected by your motherboard, the processor's integrated graphics is automatically disabled/bypassed in favor of the graphics card. That means your motherboard's ( HDMI, VGA, DP) video port(s) no longer work, and you'll have to connect your monitor to your graphics card.
