If you plan to replace with a fanless card, but leave the computer locked up, you may have overheating issues.
There will not be the fan of the card to make noise, but this could be the case with the others

@scr1tjl -- I probably needed to consider better air flow
Definitely. It will allow the fan to spin more slowly, which should cause it to emit less noise.
Is the back of the desk too close to a wall? That could limit the "outflow" of the warm air.
