I am attempting to upgrade my video card from the AMDRadeonHD6450 to a nvidia GEFORCE GT 1030 so I can support a new UHD 4k monitor.  After uninstalling the AMD video drivers, I installed the new card, but the computer stops at the blue bios boot up screen, beeps, and does not respond to the keyboard (other than to beep on keypresses).  The version of the bios is v7.16, which does not have the Secure Boot fearure, so that is not the issue.  Most posts indicate the issue is the bios does not recognize the new hardware and resolved with this issue with a bios upgrade.  But when I enter my serial number on the HP Software adn Drivers support page, there is no bios upgrade available for my computer. Is there a solution to this problem?  My computer originally came with Windows 7 64 bit, but is now Windows 10

Unfortunately your PC is one that does not have a newer BIOS.  The graphics cards similar to the GeForce GT 1030 etc requires a BIOS of 8.xx.  There are no BIOS updates to meet that requirement.  Therefore, the symptoms described are typical of that problem.

Your PC uses the IPISB-CU (Carmel2) motherboard, it will work with The GeForce 6** family of graphics cards, but not any from a series higher than that.
