Welcome to our HP Community forum!
Two things: first, the 350-watt power supply of your HP VICTUS 15L TG02-1069NF (9S731EA) as fitted with the RenoR2 motherboard (SSID: 8B3B), is sufficient to power any RTX 4060.
However, there is a compatible 500-watt power supply with p/n: L89233-005 "PSU 500W MT WS20 EPA90".
And second, DO NOT use Corsair Vengeance RAM because it WILL GET STUCK at its default ("SPD") RAM speed, as this HP Victus by HP 15L Gaming Desktop TG02-1xxx User found out:

Instead, use one of these quality RAM kits which provide maximum performance and will run at 3200 MHz:
Samsung M378A2K43EB1-CWE 2x16GB
Hynix HMA82GU6DJR8N-XN 2x16GB
Micron 8ATF2G64AZ-3G2F1 2x16GB

Thanks for your answer
I want ask if i can upgrade this case to atx one ( i will buy case, motherboare, cpu cooler and power sorce ) i want to know if gpu,cpu and ssd will fit in another case
I really see no reason to pay 148€ for 500w power source and the motherboard are too limited to hp products,i preffer to make this upgrade too for long-term pc use

Unfortunately, the HP RenoR2 motherboard only accepts proprietary HP power supplies.
Also unfortunately is that you do not have XMP access to make Corsair RAM run at 3200 MHz (or faster).
Since this HP Community forum deals exclusively with HP products, I will not suggest alternative Z670 gaming motherboard alternatives.
