All of a sudden, my desktop started to randomly freezing after a WHEA-Logger error.

In Device Manager, there are 3 PCI Express Root Port.

  1. PCI\VEN_1022&DEV_1453&SUBSYS_8433103C&REV_00\3&11583659&0&0B
    1. Can't be disabled
  2. PCI\VEN_1022&DEV_1453&SUBSYS_8433103C&REV_00\3&11583659&0&0C
    1. If disabled, network card doesn't work
  3. PCI\VEN_1022&DEV_1453&SUBSYS_8433103C&REV_00\3&11583659&0&19
    1. If disabled, NVIDIA GeForce GT 1030 HDMI port doesn't work. DVI port still works.

I confirmed that if I disable the third one, the WHEA-Logger goes away. I already tried to reset Windows and install everything fresh. Does that mean the video card is bad?

hi

if you manage to use the computer, without the graphics card, you could indeed have a defective graphics card
If I look at the product page from the information given, you don't have an original graphics card

the 300w box, must be suitable for this type of card, to be checked, but this probably excludes a power supply problem

Unplug everything
computer disconnected from the mains, press and hold the stop button for a long time!
Remove the graphics card, check, clean if necessary!
Replace it correctly, reconnect everything, reinstall, update the graphics driver!
test, if it continues, then it will probably have to be replaced
