Will the GeForce RTX 3060 work with my HP ENVY 810-135 mother board

According to: HP 810-135qe Performance Results - UserBenchmark, the answer appears to be yes, as you can see an HP 810-135qe platform (Kaili motherboard, SSID: 2AF3) fitted with an RTX 3060 Ti.

 

As far as upgrading is concerned, you could install an i7-4770K (84-watt TDP) if you haven't done so already.  Perhaps even an i7-4790K (88-watt TDP), aptly named "Devil's Canyon".  The latter will run hotter, so a CPU heatsink and/or chassis cooling fan upgrade(s) may be necessary.

 

[EDIT:] Researching up on your HP ENVY Phoenix 810-135qe CTO Desktop PC (see: HP PartSurfer), it came to my attention that your desktop may very well be equipped with a liquid CPU cooler (p/n: 714256-001 "Heatsink - LCS, 95W (W/ 75x75 MTN BRKT) Black"), and if that is indeed the case, you should be able to run the Devil's Canyon just fine in your desktop without having to worry about any cooling upgrades.

You should have a 500-watt stock power supply with p/n: 746177-001 or 860625-800.

 

A 500-watt power supply provides sufficient power for an RTX 3060.  I would select an RTX 3060 powered by one 8-pin PCIe power cable.

Please verify your PSU's wattage. Btw, since your Kaili motherboard is 24-pin ATX-power enabled, you could swap your existing power supply for a higher ATX wattage power supply, as long as you watch its dimensions (LxWxH) for fit inside your desktop.

 

We know an RTX 3060 Ti is compatible with your motherboard (probably powered by a 600+ watt power supply), so theoretically you should be able to go as high as an RTX 3090, given an 850-watt power supply upgrade. Please be advised that high-end graphics cards tend to be quite bulky.  Therefore, you should carefully measure (LxWxH) what will fit inside your case.

Yes but it would be a terrible upgrade considering how old that that motherboard, cpu, and ram are you would be severely choking that 3060 would not recommend.

Well, I would respectfully disagree.  To get back to the HP 810-135 User who fitted an RTX 3060 Ti, I see no "severe choking":

One of my legacy HP desktop upgrade projects was an HP EliteDesk 800 G1 TWR -powered by the Devil's Canyon (i7-4790K) processor: Solved: Upgrading an HP EliteDesk 800 G1 TWR - HP Support Community - 8851089, and no (gaming) 'choking' was observed either. I'll grant you that RAM performance is sort of flat but paired with a decent graphics card and a decent processor, seems to work quite well.
