Your HP ENVY Phoenix 860-019 Desktop PC (N0A72AA), as fitted with an HP Thimphu motherboard (SSID: 2B4B), which is 24-pin ATX-power enabled, meaning, you can swap your current 500-watt power supply with any industry standard ATX power supply, as long as you watch its dimensions (LxWxH) for fit inside your case.
If you are going to upgrade to a graphics card requiring 2 x 8-pin PCIe power cables, make sure that whatever power supply you buy, it is fitted with dual-rail (2x) 8-pin PCIe power cables, like so:

Would you have the specs for the dimensions (LxWxH) required?
Any recommended brand or model?
The card I have is a RTX 2060only using one 8-pin PCIe power if i'm not mistaken.

A 500-watt power supply is more than sufficient to power an RTX 2060, even an RTX 2060 Super or an RTX 2070.

The issue I have since the GPU RTX2060 was installed is there's an issue with at a few games
ie: Overwatch even set to low settings after a few minutes of play the Computer shutdown. No error.
This is why I was suspecting the PSU . Reading about the RTX2060 they recommend a 550W and up

Purely looking at the RTX 2060's TDP (160 watt), a 500-watt power supply, especially a generally better build HP power supply should suffice.
Nevertheless, you cannot go wrong upgrading your power supply, and the 650-watt Gigabyte power supply you referenced looks like a very nice unit. If you ever were to upgrade your graphics card, say to an RTX 4070, you'll be ready.

Dual-rail (2x) 8-pin PCIe power cables means that whatever power supply you buy, should have two separate PCIe 8-pin power cables exiting from a power supply individually, and not originate from a single PCIe power cable.

As you can see, there are two separate 8-pin PCIe power connections. In non-modular power supplies, you want a PSU with two separate fixed 8-pin PCIe power cables.
