Operating System: Microsoft Windows 10 (64-bit)

I have an Hp desktop pc that has the Rother motherboard  https://support.hp.com/us-en/product/hp-envy-te01-0000-desktop-pc-series/29014358/model/31046765/doc...

and just bought a bigger psu (just got a graphics card too) and I noticed that the ps2 connector looks like it has 7 pins but only 3 have wires connected to them and was wonder what adapter I needed that could connect to a 20+4 pin psu.

Those units are not compliant with am ATX 24 pin PSU.  From your link.  The added comments are what I know from earlier computer models (HP 795 board). It did not have the CPU fan connector marked.

P1 2x2 Power supply (These were marked Main [power)

P2 inline 7 pin 3 wires. Is there a marking that states system fan?

P3 2x2 Power supply      (these were marked CPU power)

CPU Fan connector      (is that a 4 pin)

This system is feedback driven thru Solution and Kudo flags. It's the only means of knowing if you have been served. Please click Accept as Solution, if your problem is solved. To say THANK YOU, press the "thumbs up symbol" to render a KUDO. You can render both Solution and KUDO..
