If your PC already has 2 x 8 GB of memory installed, then you are at the max.

 

See page 10 of the HP Quickspecs at the link below for the memory information.

Upgrading the CPU will have no bearing on the maximum memory the motherboard can support.

 

The best processor you can install in your PC would be the Intel® Core™ i7-4770S processor.

You shouldn't need to update the BIOS to install the i7-4770S processor.

 

If you haven't done so already, replace the 2.5" mechanical hard drive with a 2.5" SATA SSD.
