Your HP Pavilion Desktop - 570-P033w as per: https://support.hp.com/us-en/document/c05577951 is fitted with a Lubin motherboard which fortunately for you has a 24-pin ATX slot, so that you can swap out the original 180 watt power supply with at least a 550 watt ATX power supply. Not just because you need more power, but you'll also need one 8-pin PCIe power connector to power an RX 6600 XT GPU.
Once you have done that, yes, the MSI Radeon RX 6600 XT GAMING 8G will work just fine.
Just make sure that this graphics card's dimensions (277 x 130 x 51 mm) fit inside your chassis.

Great question -it depends partially on your budget. If you go for a "fully modular" PSU, you're going to spend considerably more money. The advantage of a fully modular power supply is that you can plug in only the power cables you need, which makes cable management so much easier/cleaner.
But since your desktop appears quite roomy, you should be able to tug away all of the non-modular ATX power cables without too much trouble.
Here are two affordable power supply options: Amazon.com: Thermaltake Smart BX1 550W Bronze SLI/ CrossFire Ready Continuous Power ATX12V V2.3/ EPS... or this one: Amazon.com: ARESGAME 550W Power Supply 80Plus Bronze PSU Non-Modular : Everything Else.
Speaking of space, it would be nice to pick a replacement power supply that would actually fit inside your chassis like this guy did in his YouTube video: (1131) Seasonic S12lll power supply install on an HP 570 p033w - YouTube
But if not, park it outside your PC case like I had to do with a couple of SFF (small form factor) desktops -no big deal.
