Your HP Pavilion p6-2121ef as fitted with the Foxconn motherboard (SSID: 2ABF), which is 24-pin ATX power supply enabled (meaning, you could upgrade your existing power supply with any industry standard ATX power supply, as long as you watch its dimensions (LxWxH) for fit inside your case) and has an LGA1155 socket.
1.) The best processors I would recommend you could upgrade your PC with are:
i7-2600 (3.40 GHz up to 3.80 GHz, 4-Cores, 8-Threads, 95-watt TDP)
i7-2600K (3.40 GHz up to 3.80 GHz, 4-Cores, 8-Threads, 95-watt TDP)
i7-2600S (2.80 GHz up to 3.80 GHz, 4-Cores, 8-Threads, 65-watt TDP)
i7-2700K (3.50 GHz up to 3.9 GHz, 4-Cores, 8-Threads, 95-watt TDP)
2.) Graphics card upgrade suggestions:
AMD Radeon R9 270X - with a 180-watt TDP, this card requires a 500-watt power supply.
AMD Radeon R9 380 - with a 190-watt TDP, this card also requires a 500-watt power supply.
AMD Radeon RX 470 - with a 120-watt TDP, this card requires a 300-watt power supply (which you may already have).
3.) According to HP and Crucial, the maximum RAM your PC can handle is 8GB, but other sources claim 2x8GB (16GB total): Foxconn 2ABF - The Retro Web.

Andi dnt have loth o money so i cant spend mort than 100-150€ (109-163$)

Like I mentioned in my previous post, the Foxconn 2ABF motherboard uses the LGA 1155 socket, meaning, this motherboard is only compatible with 2nd and 3rd gen Intel processors, and not 10th gen processors, which uses the LGA 1200 socket anyway.
I would shop around whatever eCommerce sites are available to you (eBay-France, etc.) and look for processors and graphics cards pricing. In my opinion, you'll need to upgrade both, but you can choose one over the other and upgrade your PC over time.

Your HP Pavilion p6-2121ef can be fitted with up to up to 2x4GB of DDR3 PC3-10600, 1333 MHz, Non-ECC, UDIMM, 240-pin RAM sticks. As mentioned in my first comment, some sources claim up to 2x8GB of DDR3 RAM.
Look, you got a legacy PC, over 12 years old -antiquated by today's standards. The RAM slots in your PC (DDR3 240-pin) are only compatible with DDR3 RAM. My recommendation is not to spend money on this system, but to look for a more modern desktop.

Yes, an RX 470 is compatible, as long as you got at least a 300-watt power supply and one 6-pin PCIe power cable. If you got a 300+ watt power supply but don't have a 6-pin PCIe power cable, you can remedy this by using a dual 15-pin SATA to 6-pin PCIe power adapter cable like this one: Dual SATA 15 Pin Male to PCI-E 6 Pin Female Video Card Power Adapter Cable 20cm | eBay.
