I was trying to run a Z400 with a w3520 CPU and a quadro fx 580 and a 650w ATX PSU with an adapter. When its powered the green light on the motherboard does turn and stay on but when I power it on the fan on the powersupply turns maybe a centimeter and stops, also I do have the thermal sensor plugged in as well. I tried using the original PSU again but the computer turns on by itself when I plug it in, without pressing the power button and while the fans turn and the light stays on the computer still doesn't boot. I haven't powering it on anymore out of fear that I was slowly killing the powersupply. Is the motherboard dead and is there anything I can do to fix it? any help is appreciated, thanks in advance.

Welcome to the forum.
I am not a HP employee.
Does your PC POST using the new power supply? I see you have a boot problem but can't tell if this only occurs when using the old power supply.
I would try a POST with only the new power supply but use the factory CPU and factory graphics card if you upgraded all three components at the same time.
Try one new component at a time. Move to the next component upgrade if you get a successful POST.
The new ATX power supply may have a passive fan mode.
Check the power supply manufacturer's specs.
