I am doing photographic editing (Photoshop Elements and Photolab 5 Elite) on my HP TE01-1020, but some aspects of the editing are rather slow, and I'm hoping that I can replace the present integrated card (Intel UHD 630) with a GTX 1650 that will fit into the proper slot. Given that I have a Premium power supply at 400W, my questions are:
1. Which GTX 1650 will fit?
2. Is the power supply sufficient?
3. Will I need to get any extra parts?

All right, this is what I would do given the parameters you set: I would keep the 400-watt power supply and purchase an HP or Dell-branded RTX 3060 12GB via eBay: rtx 3060 for sale | eBay -well within your $260 limit.
These cards are very well priced via eBay, only require one 8-pin PCIe power cable, and would be perfect for your editing application. To illustrate that this card runs very well on a quality HP 400-watt power supply, like yours, consider my HP ProDesk 600 G3 MT upgrade project: Solved: Upgrading HP ProDesk 600 G3 MT - HP Support Community - 8544105, with these UserBenchMark performance scores: HP ProDesk 600 G3 MT Performance Results - UserBenchmark.
No other parts are needed.

Your HP ENVY Desktop - TE01-1020 (9EF30AA), according to: https://support.hp.com/us-en/document/c06689706, is fitted with a Baker motherboard (SSID: 8767) and is powered as you said by a 400-watt power supply, likely with part number: L69242-800 -please verify. BTW, you can upgrade your power supply with a 500-watt PSU, with p/n: L05757-800. These power supplies are available online, such as via eBay.
Your desktop is larger than a typical SFF (small form factor) desktop, so I am pretty confident that any size GTX 1650 graphics card should fit, nor should this card be your only graphics card option either. For editing, and keeping your 400-watt PSU, you probably want to consider an RTX A2000 6GB, a Nvidia GeForce RTX 3050 8GB, or a GTX 1660 Ti 6GB. These cards are more expensive -but you would get a heck of a lot more bang for your buck. No other parts would be needed.

That was a very helpful reply, thanks. But, of course, I have now a few more questions. The RTX 2060 does appeal to me, however I don't want (or need) to spend big bucks for it. So, I was looking on Amazon for a RTX 2060 up to a limit of $260 (https://www.amazon.com/GeForce-RTX-2060/s?k=GeForce+RTX+2060).
1. Within this price range, could you suggest the 2 that look most appealing?
2. Considering the ones you'd choose, would there be (if any) downside of not upgrading the power supply to 500W?
2a. Assuming I do not get a 500W PSU, which card within my price range (doesn't have to be a RTX 2060), would you suggest
3. Do I have to get any extra parts for a proper installation of the card?

Sorry, my bad. I didn't pay proper attention your post as I "missed" the card recommendations if I were to keep the 400W power supply. Been looking at the (https://www.amazon.com/GTX-1660-Ti/s?k=GTX+1660+Ti) on Amazon. Which manufactures would you recommend?

Got to say, NonSequitur, that you were very, very helpful with answering my questions. Although I fairly well understand what I was getting into with this kind of upgrade, I have never done it before and your replies have nailed it for me. Thanks, again.
EDIT:
I did look up on eBay the RTX3060. The one I saw was new (https://www.ebay.com/itm/186102048816?epid=19054287931&hash=item2b548be830%3Ag%3AGEsAAOSwXcplGE5B&am...), and there was no wiring showing...ummm. But, then again, you have said that no other parts were needed. So, does this mean that this unit can simply be plugged into the proper slot and be done with it?

That would be an excellent choice: a trusted Seller who allows for returns if necessary! Your 400-watt power supply should have one 6+2-pin PCIe power cable (please verify, it's the yellow/black 8-pin power cable). That is the only cable you need to plug in your RTX 3060 card:
Other than plugging in your card in your (black) PCIe x16 graphics slot, you are A-OK to go.

Ah, x16 slot, was going to ask before you answered. However, there may be a fly in the ointment. A while ago, I had an SSD internally installed-this has been the only upgrade to the PC. Not sure where it was put, but it may have taken up the x16 slot? I'm awaiting to find out from the guy who did the install.

No worries, the M.2 NVMe SSD was most likely fitted in the M.2 NVMe SSD slot on your Baker motherboard, and wouldn't interfere whatsoever with installing a graphics card:
Why don't you open up your case and take a look and/or take a picture to share so that I could ascertain what you got.

Your reply certainly made me more comfortable about the upgrade. As for checking the PC's interior, although I have opened it up before to clean it, I think I'll wait for the SSD's installer's reply first. Hold on as I'll be sure to let you know what he says...probably in another day, or so.
