Trying to warranty my GPU card but unable to determine who made the card 

NVIDIA says it is not their card

I used  GPUz from Tech Power Up to prove that my GTX-1050Ti was fake and get a refund (eBay purchase).

There may be other tools like HWinfo64 but GPUz allows you to click on the device and go to their detailed GPU database to read up on it.
