I checked the specs for this pc and it says I have the sunflower motherboard, however I looked at the number of USB outputs and VGA/HDMI etc and discovered it was a Menlo motherboard. On the menlo motherboard there is a VGA output slot but it is covered with over with something that is screwed on and says 'do not remove' I need the VGA output, is it safe to remove this and see why it says this? It can be taken off with screwdriver.

If the label says do not remove, there is a reason.
You really should take it as a warning or caution.
You can use the HDMI output or install a low powered PCIe graphics card that has a VGA output if you really need a VGA output.

The product specs for your PC indicate that it comes with a discrete video card (AMD Radeon™ RX 550 Graphics (2 GB GDDR5 dedicated)

The reason the VGA port has a cover on it is since there is a video card in the PCIe x16 slot, the onboard graphics adapter is automatically disabled, hence the cover over the VGA port.
HP doesn't want customers connecting a VGA cable to a port that isn't going to work, prompting a whole bunch of unnecessary phone calls to HP support with video not working issues.
You may as well leave the cover on there because the VGA port will remain inoperable unless you remove the discrete video card.

That means that the PCIe x16 slot is in use and not available.
