would this specific HP motherboard support AMD SAM if all the other hardware requirements for SAM are met?

According to your gaming desktop's specs here: OMEN 25L Gaming Desktop PC GT12-1340m (hp.com), and AMD SAM requirements here: AMD Smart Access Memory | AMD, quote: "Combine an AMD Ryzen 5000 Series processor or a select AMD Ryzen 3000 Series processor with an AMD Radeon RX 6000 Series graphics card to boost your system’s performance, thanks to AMD Smart Access Memory technology" -it appears that the answer is yes, with any of these processors:
