Thank you, BeemerBiker, I really appreciate your help. The GPU-z only shows data for my Intel integrated graphics.
I bought the GPU from an AMD store on US Amazon (https://www.amazon.com/dp/B01N8XS96E?psc=1&ref=ppx_yo2ov_dt_b_product_details). I'm not sure if they'd sell fakes but I guess you might be right with being something wrong with the card. I've already tried to resolve the issue with Amazon's product support but they only instructed me to clean the contacts on the board with a pencil eraser. I then tried to request a replacement but Amazon issued a "suspicious account activity", requested my ID and now I first have to wait for this account issue to resolve before I continue with the GPU problem. I'm from EU and usually use our Amazon so I don't know what to expect.
Yesterday I've ordered another GPU (from a local store) so I'll be able to test the x16 slot when it arrives. I didn't order one from here initially because I thought only the GPUs listed on my workstations official page are compatible. And the only one I could find was the AMD one on the US Amazon. 😕
