I want to upgrade my Z400 to something with a higher clock speed than the current W3530. Both the W5590 and W3580 appear to have the same speed, but how is one different from the other in terms of overall performance and compatibility with my system? (I have the Z400 v2 with 6 RAM slots)

simply google each processor and then click on the intel page for that cpu to see it's specs
for your single socket workstation use, both cpu's will perform about the same, so buy either based on price and the SPEC code. later spec code cpu's are perfered as they have microcode updates applied which can enhance performance/fix bugs
the main diffrence between the models is that the w5590 is dual socket capable, the w3580 is single socket only
the 5590 also supports more ram (144GB) than the w3580 (24GB)
