Z2 Mini G3 acquired without SSD. How do I get it going

I recently acquired a Z2 Mini G3 workstation without any Hard drive. I have fitted a 500GB SSD and turned on the power. The machine does not boot up, as there is no operating system installed yet. 

When powered on I get 3 beeps showing red on the power button, followed by 4 beeps showing white on the power button.

Are these error codes?

How do I access the bios in order to set it boot up from an external CD Drive (connected to USB)  to install windows?

Welcome to the HP Forum.

A 3:4 BIOS POST error code per this HP Site is a power system failure problem.

Try starting the PC after removing the SSD you have installed to see if you get the same POST error.

You'll have to solve the PC's startup problem before you can install an operating system.

Can you return this PC to the seller for an exchange/refund?
