Microsoft Windows 10 (64-bit)

I have a z2 small form factor g4 and I’m trying to get it to turn on. If I remove the i7 9700 cpu and try to turn on the pc I get 3 red followed by five white flashes. If I insert the cpu and try to turn it on, the white light comes on while I’m pressing the power button but goes away when I let go and nothing turns on

Not sure what you thought was going to happen starting the system without the CPU installed???

Hopefully you know enough about computer building to verify that your CPU is installed WITH NEW PASTE for the cooler... Now that you have repeatedly removed it. The RAM sticks are installed are a compatible type and correctly seated. No other drives and/or PCI devices are installed. A monitor and USB keyboard are connected.

Then what do you get. Also don't rush it... It might be mad at you and need to cycle itself a few times before it shows you anything.
