I use a Z400 and it's 475 Psu, Which recently turns itself on when I plug a power cable on it without plugging the ATX into the motherboard but when I plug in the ATX to the motherboard, the it won't turn on. 

Any solution would be kindly appreciated 💔

Have you thoroughly cleaned your power supply? And tried the renowned hair dryer method?  -No, I kid you not: it may work!  Give it a try.  See link: https://www.youtube.com/watch?v=Ut1cd4b4WSY.

 

Just in case, a replacement HP OEM HP 475 watt unit for your HP Z400 WorkStation (p/n: 468930-001) can be bought very cheaply, such as this $17.95 unit here via eBay: https://www.ebay.com/itm/195011680085?hash=item2d679a1755%3Ag%3AnGQAAOSwoBxiayIS&LH_BIN=1.  FYI: there is a compatible Z400 600 watt OEM HP power supply available, p/n: 626322-001 (626322-001), but they are expensive (>$300): https://www.impactcomputers.com/626322-001.html.

Computer would not turn on and power supply was quickly flashing green. Blowing a hair dryer into the fan of the power supply for 1 minute caused the light to turn a solid green and the computer was able to woer up.

You can use an ATX power supply with the following adapter.

I have not used that adapter so do not know the quality or wire gauge that was used.

I had an 18 awg extension cable melt on my first attempt to make an adapter.

Needs to be 16 awg.

This is the guide I use for three z400 conversions

I purchased used motherboards so I had to do a full mode which was not easy as the CPU cooler screws into an HP "drawer"

Is is simpler if you use the original case.

 

Pictures of two wiring assemblies that worked follow.  The single white wire to the 2x2 connector is ground.  The red and orange are each 12.  Those 3 wires are in the connector at the motherboard as the normal ATX does not supply 12 or ground to those pines

The enter adapter was made from 16agw ATX extension that was 18cm long.  I purchased a 2x2 power extension but a 4 pin molex is probably just as good.

Just noticed one of the cooling fans is not spinning! I am glad I responded to your request for more deetails!

The above picture shows the same type of adapter as the previous where the extra 12v and ground came from one half of that 8 pin power cable as the X400 only used half

 

The following was made from 18 (or 20 ?) awg wire
