The product specs for your PC has the list of supported processors:

The i7-3770 processor has a base speed of 3.4 GHz.
Intel Core i73770 Processor 8M Cache up to 3.90 GHz Product Specifications
That looks to be the best processor you could install.
Check eBay for used but tested and working processors.
The cheapest one I see listed is $32.99.

Not to be a party-pooper (to quote the Governator), I would like to point out that an i7-3770K (TDP: 77-watt, 4-Cores, 8-Threads, 3.50 GHz up to 3.90 GHz) is also compatible with the OP's desktop.
As a matter of fact, according to HP's own TDP specifications, the OP's motherboard can handle up to 95-watt TDP processors:
