i just purchased a new all in one HP desktop  trying to set it up and it keeps restarting  hp i7 all in one 27" intel 17

Welcome to the HP Forum.

 

Any PC, doing what your brand new PC is doing, would usually have a hardware problem or a Windows problem given your current situation. Chances are high you are looking at a hardware problem.

 

Your PC is really messed up if it can't complete the initial Windows OOBE.

 

It's your call on how to proceed but I would return this new PC ASAP for an exchange or a refund.
