Hi:
How come you can't enable VT in legacy mode?
I have a HP 8200 Elite CMT, and I believe that I had enabled VT when I had W7 installed in legacy mode.
The 8200 Elite has a UEFI BIOS, but it does not support secure boot like the 8300 Elite does.
If there is some reason you can't, you can enable UEFI, but you will need to reinstall Windows 10 in UEFI mode.
Then the PC is automatically in UEFI mode.
To do that you boot the W10 installation media from the EFI USB boot source, not the legacy one.
You can create W10 installation media with the media creation tool at the link below.
Download Windows 10 (microsoft.com)

Yes, then you select the F10 setup option and the enable VT setting is in the security menu.
See the service manual, chapter 3, page 25 for the location of the enable VT setting.
From what I recall (I did it years ago), after you change the setting and restart the PC, there is a momentary delay in the PC restarting. As if wasn't going to turn back on.
So, don't be alarmed if that happens. It will eventually restart.
