No, 180-watt would be insufficient to power a GTX 1050 Ti.
Assuming "hp FX-ISL-4 REV-A" refers to an HP ProDesk 280 G3 MT, you'll have to upgrade your power supply to a 310-watt unit with p/n: 937516-004 / 901772-004.
