Recently, I have bought a hp pavilion gaming laptop.  Can I replace HP optane 16gb with Samsung EVO 970 250 gb?  

In the HP optane, there are recovery program. is it possible to transfer it to the SSD?

without a full model name/number i can only offer a general idea since HP makes numerous models/submodels of gameing systems

 

most HP gameing systems will support a M.2 SSD connector that uses the NVME protocall and up to a 2280 form factor SSD

 

you optane 16gb cache module may have a second seperate M.2 slot or only have one M.2 slot on the motherboard either way the optane module should be removed before a SSD is installed, and caching disabled for the optane (if enabled) as caching a SSD is pointless and the mech hard drive (if installed) must have the cache driver disabled via the bios or the intel RST console so other systems can read/access data on the drive
