HP slim 290 what? there are numerous submodels, please provide the "FULL" model number next time when asking for help
no, you can not install a nvidia 710 card in your system due to it's 180 watt supply, and no you can not replace this supply with a higher wattage unit as it's a custom designed unit
you could have figured this out yourself by simply looking at the HP "quickspecs" for your model
and then visiting the nvidia web sit and looked at the specs for the 710 card

You would be putting a heavy load on the 180 W power supply by adding a GT 710 to your PC.
It would add an additional 19W to the load.
It is probably doable, but I would be more comfortable making such a recommendation if your PC had a 200 W or greater P/S.
If you want to take the risk, get one that is fanless, and has 1 GB of memory, not 2 GB.
A fan and extra memory will draw more power.
And make sure the model you select comes with the low profile mounting brackets included in the box.

while the 1gb fanless model sounds like a solution, i have to disagree in this case since the computer in question is a small form factor, which does not have much cooling. as such the fanless 710 stands a high chance of overheating, and also perhaps placing so much heat in the enclosure that other parts may exceed the rated thermal specs
you will note that HP recomends/offers NO ADDIN VIDEO OPTIONS for this model, this is telling in itself that atempting to do so is not a recomended thing
a bit more searching turned up a HP model that uses the same motherboard, but is available with a power supply - 310 W SFF (Gold) Full range 115V/230V and the part number associated is:
L03980-800 Power Supply - GNRC PSU 310W SFF ES Sirius-GFX G
if this unit fits your case (it should) then installing a video card like the 750 "TI" is possible
