There are two ways to get more power to your particular motherboard and graphics card, either use an ATX power adapter cable, such as this purchase option: https://www.amazon.com/COMeap-Power-Adapter-Workstation-12-inch/dp/B06XW7RWNH/ref=sr_1_1?crid=1RTYNW..., or by using a Power Supply Adapter, ATX 24-Pin to SATA Dual PSU Power Supply Sync card, such as seen here (you only need one): https://www.amazon.com/BAY-Direct-Multiple-Extender-Warranty/dp/B078TLP89Y/ref=d_pb_allspark_dp_sims....

Since the main question is really all about a newer graphics card, couldn't we leave everything as it is and swap in the new card and have the new PS connect to the new card only? Would the card be recognized if it has a separate power supply? If the original issue is powering the new card, does it matter where the card gets power? Kind of a waste of a nice power supply, but at least the newer card would be able to be used.

The point is that you need to sync the 24-pin ATX power supply with your desktop. That can be done in two ways as I described. You shouldn't 'leave everything as it is', because your computer needs to be power daisy-chained with your ATX power supply. Again, please verify what form factor your HP Elite 8300 is.

I see your point. I am ordering the ATX adatpter and will put it all together with the new GPU and hope this solves the problem. I was not aware you could do so much with these HP PC. This HP is a HP Elite Convertable Microtower with a GT 1030 card and 16GB PC3L-1600 2Rx8 for memory. The new GPU is a GeForce RTX2060S 8G D6 and the PSU is a Corsair RM750e fully modular. I appreciate your help and time.

Which ATX adapter are you ordering, the one to the left or right?
Reason why I am asking is that I have experience with both.
You probably could benefit to know how I would use either one of these adapters for your HP Compaq Elite 8300 CMT -or wait until you are ready to put things together, of course.

I have ordered the adapter on the left.. I am going to install the new PSU in where the old was. Cables should reach with plenty of room.I appreciate your input and your time on this. I not seen this type of HP computer, so i was at a loss not seeing the 24 pin on the board. I have all the modular plugs laid out was going to install them when I get the adapter in a couple of days. This is for a friends young son , my personal rig is a bit different with an AMD CPU and a X570 prime board. As long as it boots and runs right, we will be OK. Is there anything to be on the lookout for? Potential problems?

The adapter you have ordered IMO is easiest to apply -especially when you have a CMT/MT desktop with more space.
As I described in one of my upgrade links, the adapter is very simple to install: the adapter's 24-pin connector fits in the 24-pin ATX power supply connector, the adapter's 6-pin "P1" and 6-pin "P2" equivalents fits onto the HP motherboard, and you use one of the ATX power supply's 4-pin "CPU" power connectors as the HP "P3" equivalent motherboard plug-ins. Done. Easy-peasy.
If you manage to position/fit the ATX power supply inside the CMT, you may want to secure it with zip-ties or self-adhesive (generic) Velcro tape, like the kind you can actually purchase at a 'Dollar Store':
