i have ddr4 of 3200 mhz, they are curently working at 2330 mhz, but in my hp bios i cant seem to find any settings for memory .
i have an hp victus 15l i7 12700 rtx 3060 it should have no issues to run ddr at 3200 mhz.
please help.

Your Victus By HP 15L Gaming Desktop PC TG02-0000i (491A7AV), as fitted with the HP Reno2 motherboard (SSID: 89B5) -please check.
According to: https://www.crucial.com/compatible-upgrade-for/hp---compaq/hp-victus-15l-tg02-0000i and other sources, you could upgrade your desktop with up to 2 x 32GB of DDR4PC4-25600, 3200 MHz, Non-ECC, Unbuffered, UDIMM, 288-pin RAM. Not that you would ever need that much RAM.
HP desktops are very particular when it comes to RAM and achieving max RAM speed. For example, when we look at real-life Victus by HP 15L Gaming Desktop TG02-0xxx User benchmarks: https://www.userbenchmark.com/System/HP-Victus-by-HP-15L-Gaming-Desktop-TG02-0xxx/263041, we can observe the RAM that works best and at 3200 MHz:
Samsung M378A2K43EB1-CWE 2x16GB
Crucial CT16G4DFRA32A.C8FE 2x16GB
Micron 8ATF2G64AZ-3G2E1 2x16GB
Hynix HMAA2GU6AJR8N-XN 2x16GB
Samsung M378A1K43EB2-CWE 2x8GB
Micron 8ATF1G64AZ-3G2R1 2x8GB
But now to answer your question. I would wager that your RAM is Corsair.
You cannot change RAM speed on your desktop. The Corsair (and other fancy gaming RAM), will only run at their "SPD" (default) speed, such as with these RAM:
Kingston KF3200C16D4/16GX at 2400 MHz
Corsair Vengeance LPX DDR4 3200 C16 2x16GB at 2133 MHz
Corsair CMK16GX4M2B3000C15 8GB at 2133 MHz
Corsair CMH32GX4M2D3600C18 2x16GB at 2133 MHz
If you have one of these RAMs, and I bet you do -please don't prove me wrong 😉, see if you can return them and get your money back. And then pick RAM such as I have listed as performing best and at 3200 MHz.

All right, let's take a look at the "Kingston Technology Fury Beast RGB 32GB (2x16GB) 3200MHz DDR4 CL16 Memory Kit for PC 2 KF432C16BB1AK2/32":
I made it easier for you by already identifying the issue. This RAM will stick at 2400 MHz because of its default ("SPD") speed setting.
That leaves the "Crucial RAM CT32G4DFD832A DDR4, CL22 , 3200 MHz, 32 GB".
And: 🔔 🔔 🔔 ! -We have a winner! -This RAM is both reliable and high-performing and runs at 3200 MHz. Go for it.

One more thing, though.
For overall RAM performance, it is best to run RAM in so-called dual channel mode. Meaning, in order to run in dual channel mode, you must have an identical pair of RAM sticks, such as 2 x 32GB of the Crucial RAM you mentioned, or 2 x 16GB of the same Crucial memory (kit of 2 x 16GB with p/n: CT2K16G4DFD832A), such as shown here: Amazon.com: Crucial RAM 16GB DDR4 3200MHz CL22 (or 2933MHz or 2666MHz) Desktop Memory CT16G4DFD832A ....
