When I select shutdown, the computer restarts. This has now been happening for years. Periodically I search online to try and find a solution. I jump through all the many and various hoops suggested but nothing works. Hoping for a miracle by finally posting on here. Anyone got any new ideas?

I would try steps 4 and 5. On at a time. Report back you findings.

Thanks - no, i've tried all of these. They don't make any difference. It's so annoying. I just have to wait until the light goes out and flick off the power. Sometimes I forget though and then I have to wait for it to go through the whole startup routine just to be able to stand there and turn it off again!

If you're running Windows 10 try disabling fast startup: https://help.uaudio.com/hc/en-us/articles/213195423-How-To-Disable-Fast-Startup-in-Windows-10
You want to uncheck the box.

Ahhh, I only saw the disable restart screenshot, the pic with disable fast startup didn't show, lol.
If you hit Windows key + R and run winver what version does it say? If it's not 2004 you could run the windows update assistant to see if the newest version corrects the issue: https://www.microsoft.com/en-ca/software-download/windows10
