does the z840 workstation can be upgraded with rtx 4070 or no ??

Yes, an RTX 4070 / RTX 4070 Ti is compatible with an HP Z840 Workstation, as this User shows: HP Z840 Workstation Performance Results - UserBenchmark.

 

If you are going to purchase an RTX 4070, I would recommend that you pick one of the smaller-sized (two-fan) RTX 4070 models powered by a single 8-pin PCIe power cable, such as this example: ASUS DUAL RTX 4070 EVO Specs | TechPowerUp GPU Database.

 

Since your power supply -either an 850 or 1125-watt unit, is only equipped with one or two 6-pin PCIe power cable(s), you'll need a quality 6-pin to 8-pin PCIe power adapter cable in order to be able to power one of the smaller-sized RTX 4070 graphics cards.  You can do this because the HP power supply's 6-pin power cable(s) can provide 12V x 18A = 216-watt of power.

I am currently running a Gigabyte RTX 4070 OC with 3 fans in my z840. Only downfalls I have are the PCIe is only 3.0 for this motherboard and the fan shroud for the bottom doesn't fit with a 4070 due to the connector being on the side of the GPU
