The fan speed of what?
Processor or graphics card?
Fan speed of the processor cooling fan is triggered and controlled by a Delta T in temperature.
The fan speed of a graphics card is controlled by the BIOS ROM file coding in the graphics card. Yes. It also has a BIOS.
The temperature is sensed by an algorithm in the BIOS ROM coding.
The firmware turns the fan on until the temperature goes down to within an acceptable range.
Check for dust on the fan blades. If you find dust, gently remove it with a soft bristle brush. A small paint brush will work.

Repaste the cooler on the processor. That should being the temperature down.

There is a direct correlation between the thermal interface between the fan and the processor and the fan running.
