The fan speed of what?

Processor or graphics card?

Fan speed of the processor cooling fan is triggered and controlled by a Delta T in temperature.

The fan speed of a graphics card is controlled by the BIOS ROM file coding in the graphics card. Yes. It also has a BIOS.

The temperature is sensed by an algorithm in the BIOS ROM coding.

The firmware turns the fan on until the temperature goes down to within an acceptable range.

Check for dust on the fan blades. If you find dust, gently remove it with a soft bristle brush. A small paint brush will work.

Dust is no issue it’s my cpu cooler I understand it’s controlled in bios there is no way for me too get into actual bios settings due to my pc being omen wich is weird but nothing I can do it seems I’ve tried 100 ways too fix it allready and nothing has worked

Repaste the  cooler on the processor.   That should being the temperature down.

my cpu isn’t hot like I said it’s my fan not my cpu the cooler will not stop pumping at full rpm as soon as I turn my pc on it is allready chucking

There is a direct correlation between the thermal interface between the fan and the processor and the fan running.
