Greetings @Fakkazu
Welcome back to the Forum.
Have you determined which fan or fans is/are loud? You would need to figure this out before developing a remedy.
The PC was quiet. You then installed a new PSU and a different graphics card.
A chance exists the fan noise might be coming from one of the new components. Maybe one of the new components has a thermal problem or a faulty fan.

its not coming from any of them, its from the pc case fan(idk what its called). i know this because i basicly took everything out just to see what's causing the problem but its still there. oh and not just that, i realized my pc is a bit slower than before. is that related to the fan issue?

Greetings @Fakkazu
What does you "took everything out" mean?
Did you take out the new power supply and the graphics card but the case fan (not the CPU fan) is still loud?
Could be thermal related or the fan is coincidentally failing.
Download and run HWiNFO Portable to check component temps, voltages, and all fan speeds.
