Hello, i recently noticed that my graphics card (rx 5500) gets 99 degrees when im playing games! it only drops in the 80s when i put a fan in front of it so i was thinking if i got a new graphics card it would fix it because this pc i brought is refurbished so maybe the reason is because the gpu is 4 years old now. I also already tried undervolting changing fan curves and cleaning it.

Welcome back to the Forum.
This YouTube video has some graphics card upgrade options that will work with your PC's case. Click on the "more" link below the video for details.
You'll have to check your PC's existing HP PSU wattage.
HP power supply upgrade options exist you you need to change the power supply. You can't use a standard retail PSU with your PC's case and MB.

I use MSI's afterburner. It works on AMD as well as Nvidia graphic card to control the fan.
I do not recommend using external fans but sometimes these work OK
