My hard drive has a non stop whirring sound. (I think its my hard drive, I guess could be fan too). I recently changed to Norton Antivirus from Kaspersky, not sure if that coincides. I'm fearful my hard drive is failing. It controls my entire office software system. (ie it acts as the mainframe to a peer to peer network)

Mechanical hard drives are constant spin device. System/CPU fan is constant spin, but varies with thermal demand.
