I have a HP Elitedesk 800 G1 and I want to hook up a extra fan to the outside of the case. The motherboard only has the 1 CPU fan port. It has a 3pin HSENSE port. Can I hook up a fan to that? If not, is it safe to get a 2 way splitter for the CPU fan port and hook the fan to that?

The HSENSE port in an HP desktop motherboard is for Hood Sense.
The hood sensor is to detect when the side panel has been opened.
It is not useful for powering a fan.
Using a splitter depends on which PSU your PC has. If it has the 240 W version it should be ok. If it is the 180W version I would not even consider it.
