just got myself 2 16 gig sticks of ram but looking in task manager it says the speed is 2133 when the ram should be able to go to 3200

HP shipped your PC using 16 GBs of 2666 MT/s RAM. HP coded the BIOS to run the specific RAM installed at the factory at 2666 MT/s.
I don't believe your PC's BIOS supports Intel XMP.
So retail RAM will default to 2133 MT/s (JEDEC standard).
@NonSequitur777 should be able to provide memory upgrade options @ greater than 2133 MT/s if this is possible with your MB.

So, according to the information you provided, your OMEN by HP Obelisk Desktop 875-0024 (4NM66AA) came with the EdorasDF motherboard (SSID: 84FD) and is fitted with an i7-8700. According to the specs, both your motherboard and the processor can run RAM up to 2666 MHz, and that is exactly the stock RAM, with this speed, that HP provided with this PC (p/n: L40876-800 "Memory - GNRC RAM UDIMM 16G DDR4 1.2V 2666 HS").
If I had to guess (and I am not a betting man), you bought some 'gaming RAM' such as Corsair Vengeance, which is known to get stuck at its default or "SPD" speed of 2133 MHz, such as this unfortunate OMEN by HP Obelisk Desktop 875-0xxx User experienced:

If you can, I would recommend returning the 2x16GB RAM kit you purchased, and buy a 2x16GB RAM kit which will run at the maximum RAM speed your PC can attain: at 2666 MHz, such as this quality/affordable dual-rank (2Rx8) 2x16GB RAM kit: Timetec 32GB DDR4 2666MHz PC4-21300 Non-ECC Unbuffered 1.2V CL19 2Rx8 Dual Rank 288 Pin UDIMM Deskto....
