My HP Elitedesk 800 G4 no longer turns on. When I press the power button, the green LED to the left of the power button only lights up as long as the button is pressed. The cpu fan is not spinning and the 12V Fan supply voltage is missing.
Nothing changes when I gradually remove components on the system board. But after removing the CPU, I get the expected beep and blink code for the missing CPU.
I would like to know whether this is more of a defective CPU or a defective motherboard.
Or what other tests would be useful?

Yes, it could be a defective CPU or motherboard, or it could be a power supply issue.

 

Why don't you try the so-called 'hairdryer' method: HP Computer Won't Power On (Flashing Green Light On Back) (youtube.com) and see if this simple method solves your problem.  Wouldn't hurt to try it.
