I can't think of anything to add to he extensive list of troubleshooting suggestions you have provided.
It sounds like a faulty drive.
Try this drive in a different PC as suggested by NonSequitur777. Or trying this drive in the primary MB M.2 slot per NonSequitur777 sounds like a good way to test if the fault follows the drive.
See if you can do a clean "Test" Windows install when this drive is installed in the, known good, primary M.2 slot.

i found the problem. the manufacturers of the motherboard are crazy, the slot is between a geforce rtx 3080 and the cpu, i tried active sinks and passive sinks and nothing could handle it. either the heat or the chipset of the motherboard has trouble to handle such a massive fast m2 with 4tb and 7300mb s reading and writing. i ordered an pci express card with passive sink from a known manufacturer and placed it behind the geforce on the last pci slot and the m2 is working without any issues. idle temp is 22c and if it comes to downloads it goes max 40c and has no crashes. even the non quick formatting worked well, i guess the m2 slot on the motherboard is for 1tb or less m2 cards which dont produce so much heat or the chipset of the mainboard cant even handle that thing.
i just downloaded today like 500 gig of game data to it and no issues anymore!

I had a similar problem and attached a fan to the passive cooler
HP is discontinuing cloud support for PCs over 5 years old. You have a new PC, but you might want to make a copy of the cloud recovery should it be needed in the future.

capacity of a SSD has no bearing on temps the posters issue appears to have been improper cooling
high performance ssd's can get quite hot on their controller chip which is why all pci-e 4 performance ssd's are usually equipped with heatsinks unlike many pci-3 ssd's that were less prone to overheating
all/any SSD will throttle the ssd's speed downward if any of the ssd's onboard temperature sensors register a high heat condition and such a condition will usually happen during large data xfers when the ssd is at max power usage for prolonged periods if placed where limited airflow fails to properly cool the ssd
(such as a m.2 slot under or near a hot video card)
in these cases adding active cooling to the ssd heatsink or relocating the ssd to a different location via a pci-e card will usually resolve the issue as the original poster found out
