A GTX 1650 low profile card, such as a Gigabyte GeForce GTX 1650 OC Low Profile 4GB graphics card fitted with a low profile bracket:
Will likely physically fit in your SFF case. To make sure, please measure if the card's dimensions -for this particular Gigabyte card example: 6.57 x 2.72 x 1.54 inches (LxWxH) would fit without touching your power supply:

However, the thing is that your HP ProDesk 400 G5 SFF is fitted with only a 180 watt PSU, HP p/n: L07658-001. This makes it a very low powered PSU, which makes it iffy even for a low power GTX 1650 graphics card.
[EDIT:] What I am sure about is that a low profile GT 1030 4GB graphics card would work with your 180 watt power supply: Yeston GeForce GT 1030 4GB DDR4 LP Graphics cards Nvidia pci express 3.0 Included Low Profile Bracke..., but gaming performance of this card would be, well, underwhelming.
The reason why it took me a while to respond, is because my research didn't yield a definitive answer whether your 180 watt power supply would underpower a GTX 1650. -Except for an elusive 310 watt power supply upgrade (HP p/n: L29874-001) that is mentioned a few times online, but I was unable to have HP acknowledge that this power supply would be compatible with your SFF. Annoyingly, I was unable to dig up any specs for this power supply, and haven't even been able to find a single picture of this PSU -other than that I know it actually exists... The only place I found this PSU for sale was via eBay from Germany, costing over $200. A no-go, for sure.
So, in my opinion, if you put your SFF on "power saver" mode and if it is paired with a lower TDP (total design power) CPU such as an i3-8300, i3-8100, or an i5-8500, it may work.
