Indeed, an i7-6700 is compatible with your HP 280 G2 MT.

What I would do is to remove the i7-6700, carefully inspect the CPU socket for any debris or damage.  Gently use compressed ("canned") air to blow out the socket.  Then also carefully inspect the i7-6700 for any debris (such as thermal paste), and if so, use a Q-Tip moistened with isopropyl alcohol and gently clean it.  Then reinstall the Pentium 4400G, and make sure your BIOS has the most recent version: A0.58 Rev.A, which you can download from here: https://support.hp.com/rs-en/drivers/hp-280-g2-microtower-pc/8741823:

Then try the i7-6700 again.
