is the HP 8643 (AM4) able to handle any higher cpu then the AMD Ryzen 5 3500

According to the motherboard specs, you can go as high as the AMD Ryzen 7 3700X, 3.6 GHz Base frequency, up to 4.4 GHz burst frequency, 32 MB cache, Octa core (Matisse)

You will need to install a discrete graphics card if your PC does not currently have one.
